The Council consists of 12 elected members from the Headley Parish supported by our Clerk and assistant Clerk. As Councillors, we are all volunteers who take an interest in our village, its services and amenities. We represent over 2,250 households and therefore value your ideas and suggestions for improving the quality of life.

We invite you to review the contents of this site, and we welcome all ideas for the future development of the Parish and positively encourage the team spirit that supports successful villages and communities

Full Council

The Parish Council meets in full session on the second Monday of each month to review and discuss the work required to support the people in the parish

 

Planning Committee

Meeting on the first monday each month, the Planning Committee guides and comments on planning applications and proposals.

Amenities Committee

Our Amenities and Recreation committee meet every quarter, governing the upkeep of the parish amenities, and supporting the organisations which use the village facilities

Finance and Policy Committee

Our Finance and Policy committee meet every quarter, governing the financial managment of the Parish and overseeing the support given to organisations throughout the village

 

Allotment Association

The Allotment committee meet twice each year.

We currently have vacant allotment plots so if you have ever considered the rewards of growing your own fruit and veg, then now could be the time to take that step further..

 

Arford Common

Arford Common is managed by the Parish Council.

Sport and Leisure

Headley enjoys a wide range of sport and leisure opportunities. Headley Sports Association coordinates the sporting activities on the Village Playing Fields on Mill Lane

SCAM Warnings

 
Hampshire County Council’s Trading Standards Service would like to bring residents’ attention to some suspicious telephone calls that have been highlighted to them recently:
    Caller claims to be assisting the Police and Ambulance Service and offers to visit the property to carry out a security check.
    This is not a genuine service

    Caller claims to be calling from the Citizens Advice Bureau, and offers to help clear outstanding debts.
    Citizens Advice will not contact residents in this way.

Headley Parish Council – What we do

 

Headley Parish Council is the first tier of local government serving the local needs of Headley's residents. It is a statutory local authority set up under the Local Government Act 1972. It is comprised of 12 unpaid parish councillors who serve a four-year term of office. It also employs a part-time Clerk & Executive Officer, Assistant Clerk and Responsible Financial Officer and a Playground Monitor. The council’s paid officers organise meetings and helps to carry out the council's decisions. Every year the council elects one of them to be the Chairman and Vice Chairmn of the council. Decisions are made by consensus at itsFull Council meetings and its Committee meetings. The Clerk & Executive Officer does not vote or make decisions; that is the role of the councillors.

The Parish Council is financed primarily by a precept on all residential properties within the parish. The Parish Council is responsible for public open spaces, such as Headley Village Green, Standford Green and the Playing Fields on Mill Lane and its extensive sport facilities. It also manages play areas, Arford Common, a piece of land in Standford, Headley Allotments and a number of small pockets of land including Saunders Green, the grassed area at the entrance to Pound Close known as The Pound and the land linking the Village Green to Long Cross Hill.
The Parish Council works collaboratively with a wide range of groups and organisations both within and outside the Parish. All council meetings are open to the general public and the press except in very exceptional circumstances. The time and place of meetings is advertised beforehand on this Parish website and parish noticeboards.
